1.0 PURPOSE

This standard is designed to provide reasonable safety for those employees engaged in work requiring the use of scaffolding. It also establishes the safety requirements for the erection, use, dismantling, and maintenance of scaffolds as used by _____ in its construction operations.

2.0 SCOPE

This section applies to all _____ operating units.

3.0 POLICY

It is the intent of _____ to provide to every extent possible, safe working conditions for those employees engaged in the erection, use, and dismantling of scaffolds, to encourage and direct safe work practices, and to comply in all respects with all applicable laws, regulations, and standards governing the use and safety of scaffolds.

4.0 RESPONSIBILITY

It will be the responsibility of each _____ employee engaged in scaffold use to read and comply with the following common sense program, which has been designed to promote safety in the erection, use, and dismantling of scaffolds. This program does not propose to be all-inclusive for each type of scaffold used in industry, nor to supplant or replace other additional safety and precautionary measures deemed necessary when working with scaffolds. It should be noted that in 95 percent of all scaffold accidents, falling from an elevation was the cause of either death or injury, and in almost every case, the death or injury resulted from either failure to use or failure to properly use, personal protective equipment and scaffold guarding.

5.0 COMPETENT PERSON

The Occupational Safety and Health Administration (OSHA) Standard 29 CFR 1926.451(f)(7) states, ”Scaffolds shall be erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration. Such activities shall be performed only by experienced and trained employees selected for such work by the competent person.” _____ policy requires that this Competent Person be an individual who has received sufficient formal training in the erection, moving, dismantling, and alteration of scaffolding and to have received a certificate attesting to this training, and that a copy of this certificate shall be on file in the individual’s training record.
